Mercy is granted when the wings of the Cherubim point toward the Mercy Seat, tribulation or danger in varying degrees otherwise. There are various theories intended to account for the motion of the figures, including static electricity; but possibly the High Priest just gave the two figures a "spin" when he entered the Holy of Holies once a year, and took an omen from the final configuration.
